Transcribing verbal and video recordings requires special skills from a transcriber who is trained to listen first and type back voices recorded on tapes, digital files. Usually this skill is acquired by doing a Secretarial/Typist training course or learned on the job as part of a secretarial position.
I have just found a news update on the various transcription software/services that have been reviewed by PC Mag. Using the voice to text software can do the job if there is only one voice clearly speaking without background noises. The text still has to be corrected though. Multiple voices cannot be converted by using voice to text software. Some software does offer the user to train it but that takes a lot of time to do this.
Why not entrust your project to a qualified transcriber who will provide you with a professional and accurate report! Secretaries and typists have experience in understanding many types of voices, terminologies used and subject being discussed. The time taken to transcribe a 5 minute, 15 min, 30 mins, 1 hr can be estimated after a brief preview of the file. Usually a 1 hour recording will take about 4 hours to type up.
